What Meta actually charges for the WhatsApp Business API

Since 1 July 2025, Meta bills the WhatsApp Business Platform per delivered template message, not per 24-hour conversation. What one message costs depends on two things: the category of the template, and the country code of the number you send it to.

Three categories are billable. Marketing covers promotions, offers and re-engagement, and is by far the most expensive. Utility covers order updates, reminders, receipts and appointment notices. Authentication covers one-time passcodes. The fourth category, service, has been free for every business since 1 November 2024.

What you never pay for

When a customer messages you first, a 24-hour customer service window opens. Inside that window every non-template message you send is free: plain text, images, documents, voice notes. Utility templates sent inside the window are free as well. The practical consequence is worth sitting with. A business that mostly answers inbound messages pays Meta close to nothing. A business that mostly sends campaigns pays for every single send.

Volume tiers, and where they do not apply

Meta lowers utility and authentication rates as your monthly volume grows. Marketing rates never qualify for a volume discount. Everything in the table below is a list rate, before any tier.

WhatsApp Business API rates by country

The rate follows the country code of the person you are messaging, not the country your company is registered in. A Spanish company messaging Mexican customers pays the Mexican rate. The line that never makes it into the table: your provider's markup

Meta bills your provider, not you. Every business solution provider adds a markup on top of these rates, and most add a monthly platform fee on top of that. Ask any provider for their delivered price per message in the markets you actually sell to, then put it next to the numbers above. The gap is what you are paying for the software.

Frequently asked questions

Is the WhatsApp Business API free?

The API has no licence fee and service conversations cost nothing. What you pay for is template messages: marketing, utility and authentication, priced per delivered message and per destination country. A business that only replies inside the 24-hour customer service window can genuinely pay Meta zero.

Why is my provider's invoice higher than these rates?

Because these are Meta's rates, and Meta bills your provider, not you. Every business solution provider adds a markup, and most add a monthly platform fee as well. Ask for their delivered price per message in your own markets and compare it with the table above.

Which rate applies when I message several countries?

One rate per message, set by the recipient's country code. A single campaign sent to Mexico, Colombia and Spain produces three different rates on the same invoice. Run the calculator once per market and add the totals.

Are these rates up to date?

They come from Meta's own published rate card, effective 1 July 2026, and they live in this site's source so every page shows the same figures. Meta announces each new card with an effective date, linked under the table.
